Pandora UO is a free Ultima Online shard that has been running for over ten years and carries the full modern expansion stack rather than freezing at one of the classic eras. The design decision that shapes everything else is the removal of the early grind: new characters begin with a house, mounts and starter gear already in hand, and skills gain quickly with no cap, so a player reaches a usable template in an evening instead of over weeks. What that buys is a shard where the content is the point rather than the ladder to it. The team keeps the community deliberately mid-sized, describing it as not overwhelming, and both the Felucca player-versus-player ruleset and the Trammel player-versus-environment ruleset stay open so the two audiences share one world.
